The Agency
The Agency is an elite adversary with a unique mechanic: sticky targeting. Once it selects a target, it maintains that target for its entire awake session. No amount of stamp shuffling will shake it off.

This is the most dangerous attack pool of any adversary — two Level 3 spells (BIOS Exploit + Buffer Overflow) plus System Breach.
Sticky Targeting
Unlike other adversaries that re-evaluate targets each cycle, The Agency locks onto one player for the entire awake session:
- First attack selects the richest non-whitelisted player
- All subsequent attacks hit the same player
- Only resets when The Agency is killed and goes to sleep
- Dropping your stamp count won’t redirect it
This makes The Agency the most personally threatening adversary — if you’re targeted, you’re dealing with every attack until it’s dead or sleeps.

HP: 32 — requires 4 Level 3 spells (36 damage, 4 overkill).

Should You Kill or Whitelist?
Strongly consider whitelisting:
Whitelist because:
- 32 HP is expensive (4 Level 3 spells)
- Sticky targeting means sustained, unavoidable pressure
- Buffer Overflow can wipe your entire software infrastructure
- BIOS Exploit stacks malware
- If you’re the richest player, you WILL be targeted
Kill because:
- 50 stamps + 30,000 money is an excellent reward
- 270-day sleep (9 months!) — kill once per year
- 108h attack interval is slow — only ~2 attacks per week
- If you have a strong L3 pipeline, 4 spells is manageable
Tips
- If targeted, act fast — sticky targeting means every attack is coming your way
- Buffer Overflow is catastrophic — it destroys ALL software permanents (constructs, crypto, etc.)
- 270-day sleep — the second-longest sleep in the game. A kill lasts most of a year
- 108h interval is slow — despite being elite, The Agency gives you nearly 5 days between attacks
- Whitelist priority — after Darknet Collective, The Agency is the next best whitelist candidate if you can’t kill it
